BATU PAHAT: Civil servants in the “closed scheme” will have more opportunities for promotion once a review of their respective service schemes is completed, said Chief Secretary to the Government Tan Sri Dr Ali Hamsa.

“At present, opportunities for promotion for those in the scheme are limited.

“It is like the pyramid system for them, where only one or two get to move up while the rest have to wait at the bottom despite having the calibre or having served for a significant period,” he said.

He was speaking to reporters after attending an excellence service award ceremony for Universiti Tun Hussein Onn at Parit Raja here yesterday.

Ali said that the scheme upgrade would be carried out in stages as the Government needed to weigh the financial expenditure involved.

An upgrading was made of the scheme recently for the Agriculture Department.

Following suit would be an up–grade of the Customs Department, Domestic Trade, Cooperatives and Consumerism Ministry’s enforcement division and the Geosciences and Mineral Department.

“To date, 80 service schemes have been reviewed and the process for 270 more is expected to be completed this year,” he said.

Meanwhile, Ali said his office was identifying suitable land for housing projects throughout the country to cater to the needs of civil servants.

He said the houses would cost about 30% lower than the market price.
